The new Precautionary Approach (PA) framework for snow crab shouldn't hurt 3L inshore IQs this year, but a severe underestimation of the inshore biomass compared to 3L offshore may mean dramatic quota cuts of 50% in future years. Bay Bulls fisherman Jason Sullivan says the answer is to combine inshore and offshore biomasses to balance out future quota cuts with the rise and fall of the stock.
